It doesn't require an impressive amount of retexturing. It's mostly due to how dyes are set up. Most games that have a three/four-tone dye system have a simple red-green-blue-black "paint" texture to determine where each color gets painted. The dye-able Artifact gear is actually a COMPLETELY different piece of gear that just happens to look that the original with dye-able parts.
